How much do public safety vendors spend on IT?

I've been trying to find some market data on
technology spending in the "public safety" sector.
I.e., I need to find out how much money does an average company selling to the public safety sector (policemen, firefighters, prisons, etc.) spend on technology/IT/e-commerce.
All I could find were some rather old data on the spending in the actual public safety sector, but not no info about the vendors selling to the public sector. I really need your help now - could you point out some sources?
